There is a package about called ICAO, this can draw maps from Long and Lat
co-ordinates. The notes below are brief and maybe inaccurate, but should
let you know what things do.

Available from:

   ftp://somewhere/pub/somewhere/icao.tar.gz

This was originally used for aeronautical maps, but it quite useful for
building a BBS map and/or forwarding maps.

The IARU locator could be obtained from R: lines and a ICAO my_world file
generated.

Here are some scripts/programs to help build up a file in ICAO format to
feed into it and display you a nice map under X11.

I obtained a list of our UK BBSs, and extracted all the valid IARU locators
from it, then used the qth2 program to find the Long and Lat (in ICAO
format).

qth2 is a hacked 'qth' program, the original came from WAMPES. I've
provided the original from WAMPES in verbatim, and a diff to create
qth2 from it.
